The following conventions are formulated according to the National Education Ministry’sregulations on the admission and education of international students. Their purpose is to provide assistance for the improvement of procedures involved in the teaching and managing of international students.
1. International students undergoing admissions enrollment in the School of Overseas Education are expected to complete their enrollment during the period regulated in the admissions announcement, with their admission announcement, valid visa, and health certificate in their possession. Students who, for whatever reason, cannot complete their admissions enrollment on time must request permission for advanced leave, and the period of leave cannot be more than two weeks. Students who do not ask for leave, or who are denied permission for leave, or who for whatever reason cannot complete their admissions enrollment on time, are subject to disqualification from enrollment.
2. International students shall register for lodging in the Residence Office of the Police Department within three days from the enrollment day with the demonstration paper they have been offered by the Office of International Cooperation and Exchange. International students are required to pay university registration fees, tuition for the academic year, lodging fees, book fees, and any other necessary expenses before they are granted permission for residence.
3. International Student College Registration: From the second term, international students are expected to enroll in the School of Overseas Education during the regulation period at the very start of the term, and complete the related registration according to the following procedure:
a. At the beginning of the autumn term, students must first pay their tuition, lodging charges, and other fees, according to the regulations of the university.
b. Students are required to check in and register on their own with their proof of payment and student identification in the School of Overseas Education. Their student ID must have the required seal. Students who do not pay all required fees, or who fail to satisfy the requirements of the registration process, will not be allowed to complete their registration.
c. Students who have finished their registration receive their student IDs, and are thereby allowed to partake in the education curricula and activities arranged by the college.
4. All international students are required to procure health insurance upon registration. Students who received the China’s scholarship, and foreign scholarship students who were commissioned to be managed by the National Abroad Study Fund Management Committee of China, will have their health insurance purchased by the National Abroad Study Fund Management Committee. International students responsible for their own expenses are required to buy health insurance by themselves.
5. The Office of International Cooperation and Exchange will assist international students with their physical examinations, police registration, and residence permits. If a student’s health condition does not cover the regulation of enrollment, then the Office of International Cooperation and Exchange shall be responsible for the related examination, approval after the student applies, and the qualification for enrollment shall be reserved for one year. Students with reserved enrollment qualification can deliver their enrollment applications to the Office of International Cooperation and Exchange with proof of health within the last month before the start of the year, and can enroll after passing their physical examination. Students who do not pass their physical examinations will not be admitted into the university.
6. The International Communication Office shall be responsible for both English and Chinese versions of students’ identification cards, and the ID Management Center is responsible for students’ campus cards.
7. International students shall pay their tuition fees to the Office of Finance in the required time, and complete their electronic registration in the International Communication Office with their receipt and report in the School of Overseas Education.
8. International students who, for whatever reason, wish to transfer their majors should submit their applications at the end of the first term. These applications will be examined and verified by the academic administration and approved by the leadership of the university in charge of foreign affairs, following approval granted by the School of Overseas Education.
9. International students are required to undergo four years of university instruction to receive their Bachelor’s Degrees, two and a half years to receive their Master’s Degrees, and three years to receive their Doctorate Degrees. Students who have completed all courses in their required schedules, passed their examinations, and satisfied all graduation standards, will be approved for graduation, and will receive their graduation certificate and related degree certificate.
10. Students who have not completed all required courses in the requisite time may apply for a postponement of graduation. The longest permitted postponement period is six years for Bachelors students, three and a half years for Masters students, and five years for Doctorate students. Students who do not finish their required courses in the permitted time, or who do not satisfy graduation standards, will be considered as course-finishing, and will be given their related certificate.
11. Students who have studied for no less than one year but who have quit school shall be considered non-finishing, and will be given a related (non-finishing) certificate by the university. Students who are disenrolled from the university as a consequence of breaking rules required by university conventions and regulations will not be awarded any non-finishing university certificate.
12. The School of Overseas Education shall be responsible for the graduation of international students, and will provide degrees in both English and Chinese, as well as provide any related non-finishing certificates for students who do not complete all of their required courses.
13. The enrollment of international students seeking Bachelor’s Degrees shall be managed by the academic administration and the School of Overseas Education. The Office of International Cooperation and Exchange will deliver the admitted student’s information to the academic administration, and the academic administration will inform the students as to the individual schools to which their majors belong. Records of enrollment and study for international students will be managed by the individual school in which they are studying and the School of Overseas Education in accordance with university regulations for international students. Each year the academic administration arranges students’ curricula for their Bachelor’s Degrees and informs both the schools in which they are studying and the School of Overseas Education about the established requirements of these curricula. The schools in which students are studying will examine and verify students’ qualifications for graduation and for the awarding of their degrees according to university regulations. Results of this evaluation are delivered to the School of Overseas Education, which examines them again and delivers them to the relevant degree committee. Following examinations from relevant degree committees, the School of Overseas Education delivers the qualified list to the academic administration, which in turn provides it to the university committee for final review.
14. The enrollment of international students seeking postgraduate degrees shall be managed by the postgraduate school and the School of Overseas Education. The Office of International Cooperation and Exchange will deliver the admitted student’s information to the postgraduate school, and the postgraduate school will inform the students as to the school to which their majors belong, and the School of Overseas Education. Records of enrollment and study for postgraduate international students will be managed by the school in which they are studying and the School of Overseas Education in accordance with university regulations for international students. Each year the postgraduate school arranges the curricula of postgraduate students and informs both the schools in which the students are studying and the School of Overseas Education. The school will organize the thesis defense and degree application.
15. For international students, scholarship and punishment groups shall be established, which will be managed by a university leadership committee. The Office of International Cooperation and Exchange, the postgraduate school, and the School of Overseas Education shall be responsible for scholarships and punishment of undergraduates. The Office of International Cooperation and Exchange, the postgraduate school, and the School of Overseas Education shall also be responsible for scholarships and punishment of postgraduates. Awards and punishments shall be executed according to the regulations of the university.
16. Students who violate any regulations of the university shall be criticized in accordance with the conditions of the regulations. If a student is disenrolled from the university as a consequence of violating university regulations, information and records regarding the disenrollment and violation shall be provided by the Office of International Cooperation and Exchange to the Jiangsu Education Bureau after consideration by the university. The International Communication Center will also provide information to any related national study-abroad fund committees about the disenrollment of any violating student who is among China’s or any foreign government’s scholarship winners.
17. Students who graduate successfully are required to claim a campus-departure sheet and comply with the following procedures using their student ID cards at the School of Overseas Education in their final week before leaving the university:
a. Return all borrowed items, including books, to their original places.
b. Complete lodging-out procedures and return any daily necessities back to the dormitory administrator.
c. Settle any remaining financial accounts or issues at the School of Overseas Education.
d. Complete university-departure procedures in the school academic office. Students must deliver their departure sheet and student ID card to the School of Overseas Education after their departure sheet has been completed. They will then be able to obtain their related degree certificate. The university shall not be responsible for offering proof of study, grade records, or graduation certificates to any students who fail to complete all required procedures for departure.
18. Other items associated with the management of enrollment shall be in accordance with the management of undergraduate students’ status and matriculation at Nanjing University of Posts and Telecommunications and with the management of postgraduate students’ status and matriculation at Nanjing University of Posts and Telecommunication.
19. Any further details requested regarding the regulations specified or indicated herein shall be provided by the Office of International Cooperation and Exchange.
20. These regulations shall be valid from the day they are published.
